Planning & Subdivision Fees to Change in Victoria

As of October 13 2016, Planning and Subdivision Application Fees will be adjusted in Victoria. 

The new fees are indexed to Monetary Units in legislation for both Planning and Environment and Subdivision Acts, which may enable more frequent review and ongoing adjustment.

Some simple application fees such as a Planning Permit for boundary re-alignment subdivision are now increased from $386 to $1240.70, a price increase of 321%

On the other hand, a Certification Application for a 50 lot subdivision is reduced from $1100 to $165, a price drop of 85%.

It is anticipated that the net result of this change is a greater revenue stream into local council coffers.

If the additional revenue can be contained within council planning departments, this fee structure should assist in providing resources for assessment of applications. 

At a time when pressure on council resources is growing due to accelerated development across the state, your consultancy team at KLM Spatial will be lobbying councils to achieve this outcome.

UAV Surveys Now Available

KLM Spatial is pleased to announce that we are fully authorized by the Civil Aviation Safety Authority to undertake aerial surveys. All KLM Spatial Pilots have appropriate UAV Controller and Aeronautical Radio Operator Certificates.

Unmanned Aerial Vehicles (UAV), Remote Piloted Aircraft System (RPAS) and Drones have now become another tool for KLM Spatial surveyors to measure and map sites. Our in house expertise and in-depth experience in analogue and digital photogrammetry including its underlying principles, and application enables us to provide clients with data fit for purpose.

Aerial Survey data can be manipulated by our professional team to meet the needs of:

KLM Spatial can assist throughout the entire aerial mapping processes which comprises of:

  1. Planning:  An initial consultation with one of our in house experts will determine if an Aerial Survey is appropriate and the best solution for your project.

 

  1. Field Survey:
  • Ground Control: Utilizing the latest GNSS/GPS technology our surveyors will place ground control marks on either your local site datum or Australian Height Datum (AHD) and Map Grid Australia (MGA).  This is a critical step in ensuring the highest possible accuracies are achieved. 
    • Data Capture: Utilizing a UAV suitable for your sites conditions, the data will be captured at the appropriate altitude to ensure that the required accuracies are achieved. 

 

Processing: The pilot who flew your project will process the data utilizing appropriate software package.  Typical output data will consist of:

  • Rectified Ortho Aerial Photo in .tif format.  KLM Spatial can issue other formats at request.
  • 3D triangle file of the Digital Elevation Model (DEM) cleaned to suit the intended purpose in AutoCAD format.
  • Plan of Aerial Survey comprising of contours, aerial photos, and VicMap boundaries in PDF and AutoCAD format.
  • Volume Calculations at request.

Cheaper Subdivision Fees?

At a recent seminar of Association of Consulting Surveyors Victoria, Land Registry officers advised of imminent changes to lodgement fees for subdivision plans.

Commencing on July 1st 2016, the Land Victoria lodgement fee for registration of a subdivision will become $550 + $170 per parcel, where a parcel is defined as a Lot, Road, Reserve or Common Property.

This move is a small but welcome step in the right direction to assist with reducing development costs in Victoria.

If more organizations were able to follow the Land Victoria lead, the broader goals for housing affordability may be realised sooner.

Australia Day Celebrations

The first British fleet to Australia raised the union jack over some newly claimed territory in 1788.  Shortly afterward, surveyors began subdividing the land.

In South Dandenong some 228 years later, the KLM Spatial team has raised the Aussie flag for the first time in our new territory at 3 Ordish Road.

Our Land Subdivision Consultancy services will be available on the Monday 25th, but not on Tuesday 26th January 2016.
