This land has presented a number of challenges requiring a bespoke and multi-faceted approach to achieve its urbanisation. Further, the myriad of approvals required at a local government and federal level have added layers of complexity which were critical to understand and in turn inform the delivery strategy.
Noting the physical constraints and opportunities of the site as well as the servicing challenges, our integrated team sought to work together to identify and develop an appropriately informed delivery strategy. Critically, this involved our client to ensure the risks identified were appropriately managed in accordance with their risk appetite and goals. This also included open and ongoing discussions with Council and government agencies such as Melbourne Water to ensure our client’s vision of this land was shared and able to be achieved.
This included;
- Prioritising the retention of Federally listed Strzelecki Gums to reduce the timeframes associated with a costly and time consuming EPBC Act referral. Further, to ensure a high level of amenity was achieved for future residents.
- Staging of the subdivision permits to reduce program and delivery risk. Specifically, understand the feasibility of when critical infrastructure could be deferred to versus the trade off with up front delivery.
- Obtaining an earthworks permit to be able to manage the cut to fill ratios of the site as well as manage this undulating site which had a natural grade of 1 in 5.
- Proactively working with Melbourne Water for the delivery of critical drainage assets which are also to become a key feature and natural element to be enhanced as part of the subdivision delivery.
- Design and alignment of the sewer main and siphon as well as water main extensions both of which required avoidance of existing significant native vegetation.
The outcome of the above is a uniquely natural feel for the Estate with future residents taking the above of established trees, new pathways and waterways to enhance amenity as well as a significant wetland which is currently being delivered.
